Nineteen of Medvedev's twenty-one championships have been achieved on hard surfaces
A comeback Medvedev claimed his maiden trophy for 882 days with success over opponent Moutet in the competition final.
The Russian, a ex- top-ranked player, has endured a torrid period, achieving just one win at the big events and undergoing a difficult moment at the American major.
Medvedev's varied form on the tennis tour - and struggles with his service game in particular - caused him falling of the elite rankings and eventually separating with long-time coach Gilles Cervara.
Presently collaborating with his coach and Goetzke, Medvedev has consistently improved in the past month - climaxing in a hard-fought three-set win over opponent Moutet.
It is Medvedev's first championship following the Rome competition and initial on a hard court after spring of the previous year.
Victory also means Medvedev has won twenty-one titles at 21 different events.
"For the first time I am participating in a event with my both daughters together, so to get a title is really nice," said world number 14 Daniil Medvedev.
"This victory is in tribute of my child her name, because the first title I achieved when my child my daughter was delivered was for her."
The tennis star, the past champion, had failed in his last six title deciders, featuring in that event in the past months.
The player's counter-punching play style and frequent emotional displays on court had led observers to question if his capacity to play at the elite level was finished.
Yet the player has implemented adjustments in recent weeks, striving to come to the net and perform positively, supported by an better service.
He fought back from a deficit in the initial set against the challenging opponent, securing 4 of the last five games to gain the advantage.
Both players swapped service breaks in the second set before Moutet, attempting for his first ATP Tour championship, seized the initiative to create a final set.
Moutet saved 4 initial break points in a competitive deciding set before the champion broke to fifteen to secure the win.
Suitably, Medvedev earned victory with a rally at the net, with Moutet incapable to manage a shot after a lengthy match.
