UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in the UK stated that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Rises and Broader Financial Strains

This research of councils in the coalition, which includes several urban centers, further found that over seven in ten of councils will need to raise local levies next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper outlining those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of challenges facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
